1) Rotate the image.
2) Go to 'Image Size', unmark 'Constrain proportions' and setting width and height become same pixel.
3) Click "Filter" select "Distort's Polar Coordinate".
4) Use Elliptical Marquee Too to cutting unnecessary area.
